Correctional Association of New York, September 15, 2022: CANY calls for investigation into allegations of abuse at Bare Hill Correctional Facility

“Today CANY releases a report calling for an investigation by the New York Inspector General and the Department of Corrections and Community Supervision's (DOCCS) Office of Special Investigations (OSI) into widespread allegations of abuse of incarcerated people by staff.

“CANY’s monitoring at Bare Hill identified extensive evidence of abusive staff behavior and an environment of fear rooted in incarcerated people’s reports of systematic – and often racialized – physical and verbal abuse, poor treatment, and retaliation. One person explained: ‘Those staff…will break you. They’re hands-on up here. They do whatever they want.’

“Based on the high number of allegations of abuse reported to CANY during the monitoring visit (57.7% of respondents reported some form of abuse), CANY recommends that the Inspector General and OSI conduct an in-depth investigation into staff behavior at Bare Hill. In the written response to this report, DOCCS confirmed that OSI has opened an investigation into CANY’s reports of misconduct at Bare Hill.”
